Treating unmarried parents as sex offenders would discourage men and women from becoming unmarried parents.
Privileging married parents would show people what kind of parenting the Secular Koranist State supports.
The Concubine Contract is intended to show support of young people now who may be uncertain and confused about the way ahead.
Making the children of MPs (married parents) go to A schools is intended to show support of the most privileged parents in the country, making the children of RUPs (Repentant Unmarried Parents) go to B+ schools shows that remorse and repentance gets you and your children to a better kind of school. Refusing as UUPs (unrepentant unmarried parents) to even register their repentance puts their children in bottom tier schools and flags these children as having a greater need for supervision because of their social disadvantages.
These rules would have some effect on the behaviour of people once they have become the law.
The expectation is that eventually, the number of A schools expand and the number of B+ and B schools decrease in number when most people who become parents finally get the message.
