Constitution of the Global Confederation of Secular Koranist States

Constitution of the Global Confederation of Secular Koranist StatesPreambleWe, the sovereign nations committed to the principles of Secular Koranism as defined by Claire Khaw, establish this Global Confederation to foster unity, cooperation, and mutual advancement among states that uphold the legal framework of Secular Koranism. Secular Koranism, as an agnostic legal system derived from the Koran, stripped of all religious elements including belief in God, prayer, rituals, holidays, and faith-based practices, serves as the foundational legal code for governance. This Confederation is built upon the principle of democratic centralism, ensuring open debate and democratic decision-making followed by unified and binding action. The Confederation respects the sovereignty of member states, allowing each to adopt any form of internal governance provided it incorporates all laws of Secular Koranism into its national constitution. Membership is voluntary, requiring nations to first declare themselves Secular Koranist states and then apply for admission, thereby promoting a global order of justice, stability, and human flourishing.Article 1: Name and Objectives
  1. The name of this entity shall be the Global Confederation of Secular Koranist States (hereinafter "the Confederation").
  2. The objectives of the Confederation are:
    • To unite nations that have integrated all laws of Secular Koranism into their constitutions.
    • To promote coordination in international affairs, economic cooperation, defense, and the enforcement of Secular Koranism principles.
    • To facilitate the exchange of knowledge, resources, and best practices among member states while preserving national sovereignty.
    • To advance global peace and prosperity through adherence to the agnostic legal system of Secular Koranism, which includes but is not limited to the laws enumerated in this Constitution's Appendix.
Article 2: Membership
  1. Any sovereign nation may become a member of the Confederation by fulfilling the following requirements:
    • The nation must publicly declare itself a Secular Koranist state, meaning it has amended its national constitution or equivalent governing document to incorporate all laws of Secular Koranism as defined in the Appendix to this Constitution.
    • The nation must submit a formal application to the Confederation's Central Committee, including a certified copy of its governing document demonstrating full compliance with Secular Koranism laws.
    • The Central Committee shall verify compliance through a review process, which may include consultations with the applicant nation's representatives and independent assessments.
  2. Each member nation retains full sovereignty over its internal affairs and may draft its own governing document in any form of governance—whether democratic, monarchic, republican, or otherwise—provided that it explicitly includes and enforces all laws of Secular Koranism without exception or modification.
  3. Membership may be suspended or revoked by a two-thirds majority vote of the Central Committee if a member state is found to have violated or failed to enforce any law of Secular Koranism.
  4. New members shall be admitted by a simple majority vote of the Central Committee following verification of compliance.
Article 3: Governance Structure
  1. The Confederation shall operate on the principle of democratic centralism: Member states shall engage in free and open discussion on all matters, with decisions made democratically through voting. Once a decision is adopted, it shall be binding on all members, who must implement it uniformly without deviation.
  2. The supreme governing body shall be the Congress of Secular Koranist States (hereinafter "the Congress"), composed of representatives from each member state. Each state shall appoint an equal number of delegates (to be determined by the Congress, initially set at three per state) based on principles of equality among nations.
  3. The Congress shall convene annually or as needed, with extraordinary sessions called by a one-third request of member states or by the Central Committee.
  4. A Central Committee, elected by the Congress from among its delegates, shall handle day-to-day operations. The Central Committee shall consist of one representative per member state to ensure equal representation. It shall execute Congress decisions, manage admissions, and oversee compliance.
  5. Decisions in the Congress and Central Committee shall be made by simple majority vote unless otherwise specified in this Constitution. Debates shall be unrestricted, but once a vote is taken, all members must adhere to the outcome, embodying the unity of action central to democratic centralism.
  6. The Confederation shall establish specialized departments as needed, such as a Department of Compliance to monitor adherence to Secular Koranism laws across member states, and a Department of International Coordination for external relations.
Article 4: Powers of the Confederation
  1. The Confederation shall have the following powers:
    • To coordinate collective defense against external threats to member states.
    • To represent member states in international forums and negotiate treaties on behalf of the Confederation.
    • To facilitate economic cooperation, including trade agreements and resource sharing, while prohibiting usury in inter-state transactions.
    • To ensure uniform enforcement of Secular Koranism laws by providing advisory support and dispute resolution mechanisms.
    • To collect and analyze statistics on social tendencies, performance, and compliance across member states, using standardized registries as outlined in Secular Koranism laws.
  2. The Confederation shall not interfere in the internal governance of member states beyond verifying and ensuring compliance with Secular Koranism laws.
  3. Funding for the Confederation shall be derived from a 20% flat-rate contribution based on each member state's income from its national 20% flat-rate income tax, allocated proportionally.
Article 5: Rights and Duties of Member States
  1. Rights:
    • Each member state shall enjoy equal status and voting rights within the Confederation.
    • Member states may propose agenda items for Congress discussions and appeal Central Committee decisions to the full Congress.
    • Member states retain autonomy in all matters not delegated to the Confederation, including the structure of their national governments.
  2. Duties:
    • Member states must enforce all laws of Secular Koranism within their territories.
    • Member states must implement Confederation decisions promptly and in full, in accordance with democratic centralism.
    • Member states must contribute to Confederation funding and participate in collective initiatives.
    • Member states must maintain registries and provide data as required by Secular Koranism laws, sharing aggregated statistics with the Confederation for global analysis.
Article 6: Amendments and Dissolution
  1. This Constitution may be amended by a two-thirds majority vote of the Congress, following open debate under democratic centralism principles.
  2. The Confederation may be dissolved only by unanimous consent of all member states.
Article 7: RatificationThis Constitution shall enter into force upon ratification by at least three founding Secular Koranist states that have declared themselves as such and incorporated all Secular Koranism laws into their national constitutions.Appendix: Laws of Secular KoranismThe following laws, derived from the Koran by Claire Khaw and constituting the core of Secular Koranism as a legal system, must be incorporated verbatim into the constitution or governing document of every member state:
  1. No usury.
  2. Whip unmarried parents with 100 cane lashes.
  3. A 20% flat-rate income tax.
  4. No no-fault divorce.
  5. Government-owned slaves: Those in poverty will be owned by the government and hired out as slaves to private citizens, who will be monitored by state Slave Visitors to ensure the slaves are not being abused.
  6. Legalized prostitution in red-light districts.
  7. A one-party state of Secular Koranism: No formation of new political parties.
  8. Female birth control only for married women who have completed their families or for prostitutes.
  9. No visible homosexual expressions: Gay bars cannot advertise on the outside of the establishment, and no gay parades; gays can have domestic partnerships, but a public admission of being gay can lead to a lewdness violation.
  10. A citizens’ militia.
  11. A state TV channel for propaganda only.
  12. Make it a requirement to have a marriage contract before people can get married.
  13. Abolish inheritance tax.
  14. Abolish civil partnerships.
  15. Abolish gay marriage.
  16. Men can marry up to four women, but women can only marry one man. A man must treat all his wives fairly.
  17. The state will maintain a registry of all citizens and identify them by their religions or lack thereof for the purpose of tracking statistics on social tendencies, such as excellence in education or criminal behavior. Lists are created by having citizens who are neither Christian nor Jewish (Muslims, Hindus, Buddhists, etc.) self-identify their religion. Orthodox Jews must be confirmed as practicing Orthodox Judaism and not breaking any of the 36 capital offenses of the Torah (such as failing to keep the Sabbath) to remain on the Orthodox Jewish registry list; their observance is confirmed by an Orthodox Rabbi at the registered observant Jew's Orthodox synagogue. Jews who do not adhere to Orthodoxy or who break any of the 36 capital offenses are placed on a Heretical Jewish list. Christians are identified by the church in which they are confirmed or baptized, not by self-identification; Christians not confirmed or baptized in any church are listed as Non-Denominational Christian-Sheilaism. There will also be atheist, agnostic, and nontheist lists. There is also a separate list kept of all citizens who are converts to other religions.
  18. The state is to encourage rabbis to rank the four major Gentile religions (Islam, Christianity, Hinduism, and Buddhism) according to their conformity to the Noahide Laws.
  19. Blasphemy is protected: The Koran prescribes no punishments for blasphemy.
  20. There is freedom of religion.
  21. No religious dietary or alcohol prohibitions, except the Noahide command not to eat animals alive or eat flesh cut from their body while they are still living.
  22. There is a three-tier schooling system based upon parental virtue: children from married parents go to A schools, children of repentant unmarried parents go to B+ schools, and children of unrepentant unmarried parents go to B schools. Education standards are equal at all schools, and they all receive equal funding; the division is about parental virtue, not quality of education.
  23. Those who are elderly and unable to financially take care of themselves but who are also unfit to enter the state's slavery system can receive A-level accommodations if they agree to become living exhibits in museums of history, sociology, and psychology; they are provided superior housing in the vicinity of the museums they work at. Those who refuse or who are unable to perform the task will receive B-level accommodations, which provide fewer amenities and receive less state funding.
  24. A Department of Wisdom must be created to determine the most wise people in each age group (e.g., 18–30, 31–45, 46–65, 65+). The Department will test willing citizens who apply on problem-solving skills across five domains—logic, math, human needs, political issues, and morality—ranking participants by wisdom scores within age categories.
  25. The government will use the Jewish religious calendar. Part of the reason for this is to reduce antisemitism.
  26. The government will only create state holidays for Jewish festivals; this is to encourage non-Jews to forgo their gentile holidays.
  27. The government should discourage Muslims from observing Ramadan fasting in the traditional manner, as not eating during the day for a month causes disruptions in society, such as inability to perform up to standards in the workplace. Muslims will be encouraged to break their fast over the year and only fast on their days off.
  28. The government will officially recognize a virtue hierarchy system where married parents are considered most virtuous, then those who are married but childless, then those who are unmarried and childless, and finally those who are unmarried and have children out of wedlock.
  29. There will be a registry of dissidents who are given a state platform to air their grievances and make their case.
  30. The government shall adopt Raymond Cattell's Beyondism philosophy in that it will provide each citizen with a race code for the purpose of keeping track of statistics on performance (such as crime statistics). The government will use Britain’s police IC codes to label each citizen. Citizens do not self-identify; the government determines which IC code applies through government assessment.
  31. The government will have a Department of Complaints and Suggestions.
  32. The provisions for men to discipline their wives per Quranic rule are that first he must warn her verbally, then he must sleep in a different bed than her, and if that does not work, there is ceremonial wrist-slapping done before witnesses.
  33. The procedure for divorce is as follows: first, the husband must go through the three phases of disciplining his wife (verbal warning, bed separation, wrist-slapping); if that does not resolve the marital dispute, the couple appears before a matrimonial disputes tribunal, which encourages reconciliation; if that fails, there is a matrimonial disputes appeals tribunal, which is a second attempt at reconciliation; and if that fails, the couple finally appears before a divorce court, which will determine if the marriage can be dissolved.
  34. Gambling debts are not legal contracts and are not recognized by the state; anyone who gambles does so at their own risk because if someone fails to pay their debt, the court cannot order payment.
  35. Upon the birth of each child, the father is given a free DNA test of the child to ensure he is the father.
  36. Abortion is legal but leads to 100 lashes in public for both parents.
  37. The government will establish a Marriage Bureau to provide classes on gender roles, marital counseling, genetic testing for hereditary diseases, personality compatibility assessment, principle alignment assessments, and mental and physical exams, all to facilitate healthy, lasting marriages.
